Do any of you know of a rail that will clamp on the grooved 22 receiver? Or lacking that extra high rings.

You have to look around. I've picked up a couple over the years but makers and availability varies.

Yes, they do. After I posted the question I got into a chat with Casey at Brownels and I have a 4" dovetail to Picatiny/Weaver. I did not realize that that arrangement of grooves was called a dovetail. Even old dogs can learn something new.
