All depends on what you are going to do with it.
Take a look at RD's collection with scout scopes on them.

I can’t find this on the Skinner website. Help?

Everything I found that was close was under Scope Mounts but no 92.

I'm guessing a phone call is required.

Telephone? Talk to another human being? I think not.

The Skinner rail appears to be about the same length as the NOE, but further aft. The NOE has one slot aft of the aft most screw and 7 slots forward of the forward most screw. My scope mounts are on the second slot in from each end. I’ll keep my NOE, thanks.

I think the NOE is also taller. Trade off between the base height/weight and the rings height/weight assuming they are both aluminum.

I've got 2 or 3 of the NOEs waiting if I decide to scope one of mine.

It looks like it is lower as compared to the NOE. Lower is better in the scout world.

It depends on how you use the rifle. My five Rossi scouts have spent their lives killing hogs here in Texas between sunset and the sunrise. I think the total body count for these rifles is about 425 hogs. Only about 8 or 9 of those kills would have been possible with open or receiver sights. I realize that most rifles represented here are shot on a range. I have a range, but my 92s have only spent load development time there. I don't shoot them for fun; they are hog-killing tools.

I've been thinking about selling all of them. My shoulder problems have intensified, and the 92 is not recoil friendly with hunting loads. I do like hunting with rifles chambered in revolver cartridges, and my Marlin 1894FG in 41 Mag and Winchester 94 Timber Scout in 44 Mag are much better rifles. Especially in felt recoil.

The flat buttplate on the Winchester does seem to be more comfortable than the Rossi carbine.
The rifle crescent as I understand was mostly intended to be shot from horseback and is designed to fit over the outboard shoulder or arm. The young snots trying to hold it inboard like an AR don't seem to like it much.
