Still debating on Safety??

To make a long story short, I bought a Rossi 45 cal muzzleloader youth and sold the barrel, I intended on making it a 22 and bought a barrel. Then I bid on a 243 youth barrel and won it. I'm just wondering if it is safe to shoot. I want to give it to my mother but I don't want her to get injured. I know H&R has a SB1 and SB2 receiver, I've heard that Rossi just has one strength
