I worked on my lower tang a little bit today and it is much better now, snug but can still be wiggled in and out bare handed. I used a black permanent marker to cover up all the areas that could make contact and then pushed it in just until it started to bind. When I pulled it back out the surfaces that had made contact were wiped clean so I knew where to work. I smoothed down the problem areas with a jeweler's file and a progression of sand paper from 220 to 800. It took several passes but came out nice.
